"No Crane Sales Tax" Bill update

Subject: Florida”No Crane Sales Tax” Initiative
Our effort and initiative to get Florida tax relief for all crane owners is moving forward and are positioned where we need to be at this point in the overall process. In detailed discussions with State of Florida officials representing the House of Representatives and Senate, we have DRAFT bill language that will provide sales tax exemption for certain type used (2005 or newer) and new cranes purchased by crane rental companies, contractors, steel erectors, etc. This DRAFT bill language is attached and could be changed or modified by the House or Senate as it works its way through the process in Tallahassee.
The fight is now in the trenches in Tallahassee with our lobbyists and crane owners and will continue there until this sessions closes in early May. We are aggressively pursuing this tax exemption. We are “1” of many groups in Tallahassee battling for tax relief and other concessions to Florida business owners. Your financial contribution towards this effort is greatly appreciated. Understanding the Bills language:
To more narrowly define the type cranes we seek sales tax exemption on we use the ASME (Society of Mechanical Engineers) Standards B30.3-2012 Tower Cranes, B30.5-2014 Mobile and Locomotive Cranes, and B30.29-2012 Self-Erecting Tower Cranes. To better understand the various type cranes we seek sales tax exemption for, FCOC offers the following explanations:
B30.3-2012 Tower Cranes and B30.29-2012 Self-Erecting Tower Cranes – Lines 30 thru 34 on attached DRAFT bill language:
a. Is compliant with American Society of Mechanical Engineers Standard (ASME) codes.
b. New or used (2005 or newer)
c. Crane must have fully enclosed independent crane operator station
B30.5-2014 Mobile and Locomotive Cranes – Lines 9 thru 29 on attached DRAFT bill language:
a. Is compliant with American Society of Mechanical Engineers Standard (ASME) code
b. New or used (2005 or newer)
c. Crane must have fully enclosed independent crane operator station
d. Has a minimum manufacturer’s capacity rating of 30 US tons
e. Rubber tired cranes required to register under Florida Department of Highway Safety and Motor Vehicles. 320.08 (5) (b), Procedure RS-66 – Information for registering “Tools”
Crane types included for tax exemption in DRAFT bill language:
Crane description per ASME Standard Crane description per industry / street name
Commercial truck mounted crane = Boom truck with telescoping boom
Crawler crane = Crawler cranes with lattice or telescoping booms
Wheel mounted crane - Telescoping boom- = Hydraulic Truck Cranes and ALL (Multiple Control Stations) Terrain Cranes
Wheel mounted crane – (Multiple Control Stations) = Truck Crane with lattice boom
Wheel mounted crane – Telescoping boom- = Rough Terrain Crane
(Single control station, Rotating)
